Ce site est avant tout un outil qui permettra aux acteurs de la société civile de suivre les discussions concernant la programmation de l'aide régie par l'Instrument Européen de Partenariat et de Voisinage (IEPV). Le budget de cet instrument est évalué à 12 milliards d'euros et couvrira l'aide de la Communauté Européenne pour les sept prochaines années (2007-2013) pour l'Algérie, l'Arménie, l'Azerbaijan, la Biélorussie, l'Egypte, la Géorgie, Israël, la Jordanie, le Liban, la Lybie, la Moldavie, le Maroc, l'Autorité Palestinienne, la Russie, la Syrie, la Tunisie et l'Ukraine.
L'objectif de ce site est de partager les informations sur ce processus. Il réunit les informations provenant tant de la Commission Européenne que des acteurs présents dans les différents pays. Il est aussi l'occasion pour les acteurs locaux de la société civile de donner leur opinon sur l'IEPV. Enfin, ce site se veut être un moyen qui s'assure que le processus de programmation est réellement transparent et responsable.
