Cross-Border Cooperation (CBC) allows for the implementation of joint programmes covering regions from the Member States and regions from partner countries sharing a common border.
There are 2 main categories of programmes:
- programmes covering a common land border or short sea crossing
- programmes covering a sea basin
The individual programmes are developed by programme partners (Member States and their Neighbouring Countries) from the eligible areas in a Joint Task Force, through a “bottom-up” process, together with the Joint Managing Authority (JMA) of the respective programme. The Joint Task Force may involve local, regional and national representatives from each participating country (with the exception of Sea Basin programmes, involving mainly national representatives).
Cross –Border Cooperation has 4 main objectives:
- Promote economic and social development
- Address common challenges (such as in the field of environment)
- Ensure efficient and secure borders
- Promote people-to-people co-operation
Total funding available for the fifteen ENPI-CBC programmes for the period 2007-2013 amounts to €1,118.434m. There are 15 ENPI CBC programmes in total.

To ensure the Cross-Border Cooperation really is a bottom-up process, civil society can play an active role by getting involved not only in the implementation of the projects but also in the definition of the priorities and the monitoring of the implementation.
