Welcome to the website on the programming of European Community (EC) aid to southern Mediterranean, Eastern European and Southern Caucasus countries.

This website is a tool for civil society actors to follow the discussions on the programming of assistance under the European Neighbourhood and Partnership Instrument (ENPI). This instrument has a budget of approximately €12 billion and it will be covering European Community aid to Algeria, Armenia, Azerbaijan, Belarus, Egypt, Georgia, Israel, Jordan, Lebanon, Libya, Moldova, Morocco, the Palestinian Authority, Russia, Syria, Tunisia, and Ukraine for the coming seven years (2007-2013).

This site aims to share information on this process. It brings together information from the European Commission and from the negotiators in particular countries. It gives resonance to the positions of local civil society actors on the ENPI. It is intended as a tool that can be used to ensure that the programming process is transparent and accountable.
